The Grand Jury made only one inquiry regarding license restriction of personal software used on county computers. Generally, commercial software for home computers can only be loaded on one computer at any one time. As long as the software owner complies with this provision, no violation of the licensing agreement occurs.

Most agencies have some policy requirements to avoid violation of software licensing agreements.
