GRAND JURY JURISDICTION AND AUTHORITY FOR REVIEW
The Grand Jury is sworn to investigate and inquire into County
matters of civil concern. The specific duties and jurisdiction of
the Civil Grand Jury are set forth in the California Penal Codes
and Government Codes (see Appendix.) Each of our reports states
the code section which gives the Grand Jury the authority to
investigate and report on the matter in question. Here is a
summary of areas and organizations which the Grand Jury may
investigate and report on:
- operations, accounts, and records of officers, departments or
functions of the County
- willful or corrupt misconduct in office by public officers
- salaries of County-elected officials
- needs of County officers
- operations, accounts, and records of officers, departments, or
functions of cities and joint powers agencies in the County
- non-profit corporations established by or operated on behalf of
a public entity
- redevelopment agencies and housing authorities
- special purpose assessing and taxing districts
The Civil Grand Jury also has the authority to institute the
following legal actions:
- make an accusation for the removal of a public official for
malfeasance, misfeasance or nonfeasance
- order a lawsuit for recovery of money owed to the County
The Civil Grand Jury also accepts and investigates public
complaints involving any of the matters otherwise within the Grand
Jury's jurisdiction.
